Agile Transformation: Does it work in a staggered manner?

I was at the Lean India Summit 2014 on last Saturday and was asked the above query.

My experience and honest opinion is that transformation does not work in a staggered manner.
If you have a BU/project identified for LEAN/Agile transformation, please ensure that all the locations, functions, units transform at the same time.
Staggered transformation if attempted will only give fringe benefits at best.
